The Government of Karnataka has constituted the 4th State Finance Commission with C.G. Chinnaswamy as the chairman of the Commission and H D Amaranathan and Dr H Shashidhar as its members.
The Chairman and its members shall be full time members of the commission and shall review financial positions of the Zilla Panchayaths, Taluk Panchayaths, Gram Pranchayaths other local bodies and make recommendations to Governor, on determination of principles the govern the local bodies, their taxes, duties and tolls. This also constitutes the Grant-in-aid to the elected bodies from consolidated fund of the State.
The Commission also shall recommend measures to improve the financial position of these bodies, and suggest on the manner in which the resources available to the local bodies could best be utilized.
The commission shall also make a detailed analysis on repayment of loans and advances extended by Government from time to time to the local bodies.
While making recommendations the Commission shall have regard to the resources of the State Government and the demands there on.
The Commission will have to furnish its report to the Government by 31-05-2016 states the notification.
